Reliability monitoring and control in electric power systems

In the operation of power systems one method of ensuring that unexpected power shortages are kept to a minimum is by maintaining adequate spinning reserve to take care of unpredictable load fluctuations and or possible outage of equipment. The spinning reserve itself can be specified in terms of a fixed excess megawatt capacity or of some form of reliability measure. We propose a technique which determines the desirability of providing spinning reserve by applying reliability measures. The technique ensures that the reliability of service remains constant from hour to hour. In addition, by scheduling spinning reserve on a more rational basis the technique ensures that the operation of the power system is cost-effective.
