Strategic monitoring for urban planning in developing countries: Some guidelines from British and Dutch experience

Rapid urbanization and the limited resources that are available to deal with its attendant problems means that effective monitoring has become an increasingly important part of urban planning in many developing countries. However, there is a relative lack of experience in the field of strategic monitoring in these countries at the present time. Because of this, recent experience in Britain and the Netherlands, where strategic monitoring activities are highly developed within an institutionalized planning system, are reviewed and, on the basis of this review, a number of guidelines are put forward for consideration by those concerned with urban planning in developing countries. These cover a wide range of issues including managerial requirements, technical questions such as problem definition, data collection, information management and reporting procedures, and their organizational implications.
