Monitoring the use of land and property information systems

This article examines a successful working land and property information system. The case study documents the approach to the design of the system and then goes on to analyse the use made of the system by end users at both the County and District Councils. A methodology for the monitoring of the use made of the system is proposed. This methodology is applied to the case study and the results are summarized. One of the main conclusions of the study is the high costs of central support. But included in this cost is the crucial role of data validation, correction and general quality control. The lessons for authorities embarking on the development of such a system or reviewing an existing system should not be ignored.
