Representation matters: An exploration of the socio-economic impacts of ICT-enabled public value in the context of sub-Saharan economies

• Public Value is “…related to the achievements of objectives set by government programs and the delivery of public services to the citizens”.
• Previous research suggests that the concept of public value (Moore, 1995) is well suited to assess the impact of ICT on public initiatives.
• We use a multi-method approach to explore the characteristics of the “ICT Capabilities → Public Value → Socio-Economic Outcomes” path.
• We use of a perception-based and an objective-based measures of Public Value. This allows us to obtain a better perspective on the ICT-enabled impact of Public Value.
• Results suggest that the better developed ICT Capabilities allow for more efficient impact on Public Value and allow for more efficient generation of Public Value.
