Information systems for regional and local development planning: A case study of the Metropolitan Manila Commission

The information needs of the Metro Manila Commission are reviewed in the light of the developments that have taken place during its first ten years in operation. A detailed analysis is made of the information needs of four types of planning activity carried out by the Commission: strategic policy formulation, capital investment management, programme monitoring, and local planning. The findings of the analysis indicate some of the practical problems involved in information system development. Particularly important in the case of Manila are database deficiencies, secondary sources which are of limited usefulness, an urgent need for computerization and the failure to assign responsibility for monitoring and evaluation tasks.
