摘要
When examining the field of information management, one has the choice of directing attention either to the technology itself, or to the people using it. While both aspects are important, it is essential to understand them within the context of the organization and its purpose. Organizations need to be understood as learning systems if the management of information is to be done effectively. The meaning that information has for people is the key issue in the design and management of information systems. Reference is made to Shannon and Weaver's seminal work. The mathematical theory of communication, which so clearly anticipated the semantic problem in communication. Some models of organization are suggested and the importance of using more than one when attempting to understand an organization is emphasized.
