Standardization activities in HDTV broadcasting

In order to clarify the scope of standardization as applied to television, the main elements of a television chain are briefly introduced. High definition aspects are outlined as a technical concept. A review of the relevant standardization organisms is then carried out: CCIR, SMPTE, EBU and others. Then a description of the HDTV standardization process since 1980 is made, on the basis of the CCIR activity, outlining the importance of the 1986 CCIR Plenary Assembly (Dubrovnik). The main proposals are presented, together with the present state of the standardization debate unresolved as yet. The conclusion gives some thoughts on the conditions under which standardization can be efficient.
