• We propose a block-level predictor (BLP) which can obtain more precise prediction results than median edge detector (MED).

• Using BLP, we introduce a block-level prediction-error expansion (BPEE) method to embed secret data into an image.

• We further propose an adaptive BPEE (ABPEE) for RDHEI. It outperforms several state-of-the-art methods in embedding rate and PSNR.
