A low bit rate coding algorithm for full motion video signal

This paper describes an efficient coding algorithm developed for the bit rate reduction of full motion video signals. The algorithm combines a motion adaptive subsampling process with a Discrete Cosine Transform (DCT) based digital coding method in order to achieve a compression factor greater than twenty. This algorithm is then adapted to the Digital Storage Media (DSM) application. Thus images with Common Intermediate Format (CIF) can be coded at a bit rate lower than 2 Mbit/s with a good quality. This algorithm has been submitted to the Moving Picture Expert Group (MPEG) of ISO in October 1989 for assessment by Philips Consumer Electronics, Laboratoires d'Electronique Philips (LEP) and Philips Research Laboratories (PRL, Redhill, United Kingdom), partners in the European project COMIS.
