Funding, evaluation, and the performance of national research systems

Highlights:
• For comparative studies of country performance we use the change of indicators (input-research funding and output-top 10% publications) instead of level of funding (e.g. in absolute numbers).
• We find that increasing the share of competitive funding – instead of institutional funding does not result in a more efficient system.
• National research systems with a systematic performance-based evaluation seem to perform better than nations without such a system.
• Strong university management does not seem to go together with efficient use of research money.
• We conclude that many of the accepted ideas about high performing systems are not supported in our analysis.
